Is France's Armenian Genocide law merely a domestic ploy for votes?

The diplomatic repercussions of the vote in France to criminalize denying the Armenian Genocide have been substantial, but so are the domestic benefits.

Lawmakers in France's lower house last week voted to make it a crime to deny the Turkish Ottoman genocide of Armenians in 1915, citing human rights and the protection of memory. Violators will receive?a one-year jail sentence and a nearly $70,000 fine.?

Diplomatic fallout has been severe, with Turkey withdrawing its ambassador to France amid an angry nationalist backlash. Turkish Prime Minister Recep Tayyip Erdogan said French massacres in colonial Algeria were themselves a genocide, and has since vowed ?retribution? for the French law that treats with an issue in Turkey that has never been resolved.

But France?s righteous ire about the Armenian genocide couldn?t mostly be about French politics, about currying favor with an estimated 500,000 Armenian heritage French ahead of a tight election, could it?

Consider some relevant data points: In 2001, just ahead of national elections, France officially recognized the Armenian genocide. In fall 2006, again just before the elections that brought President Nicolas Sarkozy into office, French politicians threatened to criminalize the denial of the genocide of Armenians with a five-year prison sentence. Now, just ahead of presidential elections this spring, President Sarkozy?s ruling party led the first-time law to criminalize denying the 1915 genocide. * Correction: The original text misstated when France officially recognized the Armenian genocide.

Never mind that the French foreign minister registered a dissenting opinion over the law, passed on Dec. 22, and that French historians have disagreed with legislating truth on an event less clear than the Holocaust of mid-20th century. Or that the law may well not pass the French Senate when it is debated next year. Or that the Armenian patriarch in Turkey said this week he?d rather the French let the issue be worked out in Turkey, where it remains an unresolved and contentious issue.

?The law is complicating the work of Turkish progressives who have been trying to get Turkish society to address what actually happened in their history. That?s the saddest part,? says Karim Emile Bitar, a senior fellow at the Institute for International and Strategic Relations in Paris. ?The most sensible intellectuals on the issue are being trampled in Turkey.?

Some 20 nations have passed resolutions condemning the Armenian genocide. But while individuals in some nations can be prosecuted for denying mass crimes against humanity or on anti-racial grounds, or for denying the Jewish Holocaust, France may be the first to criminalize the Armenian genocide.

The late Turkish writer and leading intellectual Hrant Dink, who did more than anyone to raise the issue of the massacre and deportations of anywhere from?700,000 to 1.5 million Armenians, said of the French proposed laws in 2006 that he?d rather dance up the Champs-?lys?es denying the genocide than see the law passed in France.

Documentation of the genocide, which took place during or under cover of World War I, is substantial. The historical consensus is that a genocide ? as defined by the United Nations as the ?intent to destroy in whole or in part? an ethnic or religious peoples ? happened. The US ambassador to the Ottoman Empire at the time, Henry Morgenthau, Sr., was distraught at the scale of the inhumanity, and wrote prolifically about the details in cables and articles. Yet the carnage was ignored for years as an inconvenient truth or lost in the overall shock of World War I ? and earned the title of ?the forgotten genocide.?

Chinese city finds cancer-causing fungi in food (Reuters)

SHANGHAI (Reuters) ? Chinese food safety regulators in the southern city of Shenzhen have found carcinogenic mildew in peanuts and cooking oil, the official Xinhua news agency reported on Friday.

The cancer-causing substance, called aflatoxin, triggered public concern this week after milk giant Mengniu Dairy Co Ltd said last weekend its Sichuan plant had destroyed products found by a government quality watchdog to contain it.

Aflatoxin occurs naturally in the environment and is produced by certain common types of fungi. It can cause severe liver damage, including liver cancer.

Xinhua reported that the Shenzhen market supervision bureau had said it found up to 4.3 times of the permitted level of aflatoxin in peanuts sold in two supermarkets and one frozen food store, and up to four times the allowed level of aflatoxin in cooking oil in four restaurants.

Fungi and the aflatoxin they produce can infect crops before harvest or during harvesting and storage. The tainted crops then enter the foodchain either directly, or indirectly via animal feed.

On Thursday, food safety officials recalled cooking oil produced by three companies in the southern Guangdong province because they may contain excessive levels of aflatoxin.

These incidents are the latest in a string of safety scandals to hit China's food industry in recent years.

In 2008, at least six children died and nearly 300,000 became ill in China from drinking powdered milk laced with melamine, an industrial chemical added to low-quality or diluted milk to give misleadingly high protein readings.

A Delta plane carrying about 36 passengers landed safely Wednesday afternoon. No injuries were reported.

Airport officials say the plane was headed from Detroit to Burlington, Vt., when the pilot reported an unexplained banging noise.

Earlier in the day a Chicago-bound United Airlines regional jet made an emergency landing at the two-runway Burlington International Airport shortly after takeoff after a report of smoke in the cargo hold. No injuries were reported among the 66 passengers and four crew members.

United spokesman Rahsaan Johnson says a cockpit indicator light erroneously alerted the flight crew to smoke in the cargo hold. He says passengers flew in a different plane to Chicago and landed safely.

Delta Air Lines Inc. hasn't commented.

In family horror, some Canadians see culture clash

On a summer morning in 2009, in canal locks east of Toronto, police made a grisly discovery: In a submerged Nissan car were the bodies of three teenage sisters and a 52-year-old woman.

A joyride gone tragically wrong, claimed the father, Mohammad Shafia, 58, who reported the disappearance. An "honor killing," prosecutors allege. A murder trial is under way, heating up a national debate in Canada about how to better absorb immigrants into the cultural mainstream.

The United Nations reports 5,000 females a year are victims of honor killings around the world, including the U.S. where in February an Iraqi immigrant was convicted of second-degree murder for running over and killing his daughter in a suburban Phoenix parking lot because he believed she had become too Westernized.

In Britain, judges ruled on Dec 21. that a baby born to a Muslim couple having an affair had to be adopted to save it from being murdered by its mother?s family in a so-called honor killing, the Daily Telegraph reported.

In the Toronto trial, the prosecution accuses Afghan-born Shafia, his wife, and their 20-year-old son of killing the daughters because they dishonored the family by defying its disciplinarian rules on dress, dating, socializing and going online.

The older victim was Shafia's first wife, Rona Amir Mohammad, who was living with him and his second wife, Tooba Mohammad Yahya, 41, in Montreal. It was a polygamous relationship, the court has been told, and if revealed, could have resulted in their deportation.

The parents and son, Hamed, have pleaded not guilty to four counts of murder.

The family had left Afghanistan in 1992 and lived in Pakistan, Australia and Dubai before settling in Canada in 2007. Shafia, a wealthy businessman, married Yahya because his first wife could not have children. The second marriage produced seven children.

The months leading up to the deaths were not happy ones in the Shafia household, the court has heard. Zainab, the oldest at 19, was forbidden to attend school for a year because she had a young Pakistani-Canadian boyfriend, and she fled to a shelter, terrified of her father, the court was told.

The jury heard testimony that Zainab's sisters, Sahar, 17, and Geeti, 13, were hounded and trailed by their brothers because the parents suspected them of dating boys; that Sahar repeatedly said her father would kill her if he found out she had a boyfriend; that she had bruises on her arms; that Mohammad, the first wife who was helping to raise the children, also was brutally treated.

Zainab ran away from home for a couple of weeks and her sisters contacted authorities, saying they wanted to be removed from the home because of violence and their father's strict parenting, the prosecution said.

Prosecutor Laurie Lacelle presented wire taps and cell phone records from the Shafia family in court. In one phone conversation, the father says his daughters "betrayed us immensely."

Fazil Javad, Shafia's brother-in-law, said Shafia tried to enlist him in a plan to drown Zainab.

"Even if they hoist me up to the gallows, nothing is more dear to me than my honor. There is nothing more valuable than our honor," Lacelle quoted Shafia as saying in an intercept transcript.

Taking the stand and speaking in his native Dari through an interpreter, Shafia portrayed himself as a loving father with his daughters' best interests at heart. He repeated his contention that the family were returning from a Niagara Falls holiday, were in two cars, and were overnighting at a motel when Zainab took one of the cars.

"I'm a strict Muslim, but I'm not a killer," he said.

Other relatives ? two of the children and a brother-in-law of Shafia ? testified in support of the joyride scenario and portrayed the family as loving and caring.

The trial then adjourned for the holidays and will resume on Jan. 9.

Canada takes in 250,000 immigrants a year, more per capita than anywhere save Australia, and in recent years a number of so-called honor killings have prompted debate about absorbing immigrants into the mainstream and dealing with culture clashes between immigrant parents and their children.

Even before the trial, Rona Ambrose, the women's affairs minister, had said the federal government was considering making such killings a separate category in the criminal code.

Her office has not replied to recent questions about whether the change is going through, and the debate continues about the larger issues the Shafia case has raised about assimilating immigrants.

More than 80 Canadian Muslim organizations, imams and community leaders have signed a call for action against "the reality of domestic violence within our own communities, compounded by abhorrent and yet persistent pre-Islamic practices rooted in the misguided notion of restoring family honor."

On the other hand, statistically, nonimmigrant Canadians have a higher rate of murdering spouses and children, in some instances, also over family dishonor. Jeffrey Reitz, a sociology professor at the University of Toronto who specializes in immigration issues, warns against using the term honor killings and equating it with any specific culture.

"If you label it an honor killing, the tendency is to say, 'Oh, what a terrible culture that is,' and the problem (of domestic violence) stems across cultural groups," he said.

In Canada, social worker Aruna Papp says she has counted 15 cases since 2002, while psychiatrist Amin Muhammad, commissioned to write a report for the government about honor killings in Canada, predicts there will be more as immigrant communities grow, bringing in some newcomers with militant cultural beliefs.

"Immigrants who come here can't bring their own mindsets with them. They can't practice their own cultural ideologies if they go against the grain," he said.

The government must do more, and offer services that are more visible and accessible, especially to non-English-speakers, he said.

Tarek Fatah, the Pakistani-born founder of the Muslim Canadian Congress, is a fierce opponent of Islamic militancy. He says it is shocking that honor killings are happening in Canada: "a slap in the face of our fundamental value of what it is to be a human being."

Papp, the social worker who wrote a report on honor killings for the Frontier Centre for Public Policy, a privately funded conservative think tank, worries that domestic violence rooted in family honor has spread to second-generation families. She argues for tougher background checks on would-be immigrants, as well as teaching immigrants Canadian rights and values.

Papp, who is of Indian descent, speaks from experience. "I came here when I was 21, with a third-grade education. I had children when I was young. I didn't know how to properly parent," she said. "I did and said things I didn't know at the time were wrong, things my parents did and said to me growing up that were acceptable within the Indian culture. It's a learning process. Parents, especially immigrant parents, need to be taught parenting skills and what's acceptable behavior here."

The Associated Press contributed to this report.

T-Platforms to build ten petaflop supercomputer for Moscow State University

In post-Soviet Russia, massive supercomputer programs you. (Sorry, we had to.) Recently, Russia?s Moscow State University contracted with high-performance computing company T-Platforms to create a ten petaflop cluster that?ll be operational in 2013. The computer would fall just short of the fastest supercomputer on Earth (the Japanese K Computer, which is rated at 10.51 petaflops) and will incorporate a mixture of different node types to achieve the ten petaflops. T-Platforms will reportedly build the nodes from Sandy Bridge or Ivy Bridge Xeon processors and NVIDIA?s next-generation Kepler GPU coprocessors, and Intel?s Many Integrated Core (MIC) architecture could also be included if it?s available during construction. The reason for the project? Unknown officially, but we?re guessing it?s just another reason for Putin to rip his shirt off and celebrate.

2 dead, 5 wounded at Church's Chicken in Englewood

Two people were killed and five others wounded when shots rang out at a fast-food restaurant in the Englewood neighborhood on the South Side this evening, authorities said.

The gunman had gotten into an argument with a person outside the Church's Chicken restaurant near 66th and Halsted streets, then chased the person inside and opened fire about 6:50 p.m., police said.

Surveillance video appears to show the intended target trying to run away through a crowd of people, police said. No one was in custody, police said.

Two people were dead on scene and four others were taken to hospitals initially in critical condition, according to police and the Chicago Fire Department. It was not known whether the person being chased was among the victims.

A 58-year-old man with several gunshot wounds and 17-year-old boy were taken to Advocate Christ Medical Center in Oak Lawn; a 16-year-old boy and a 51-year-old man were taken to Stroger Hospital. A fifth person also was hospitalized, but no information on that victim was available about 10:15 p.m.

The people who died were in the area of the restaurant where customers pick up their food, one person at the scene said.

Friends of a 17-year-old boy who was killed arrived at the scene around 8 p.m., screaming in agony.

"This is crazy. This is crazy," said LaToia Brown, who said the victim had dated her daughter off and on for years.

LaToia Brown said the teen had called her mama and often rode his bike to her house to see if she needed anything from the store. "That baby was definitely a good kid," she said, trying to hold back tears. "I loved everything about my baby."

Brown said the boy's cousin called to tell her he had been killed.

"I got up here as soon as I could, as soon as I hung up the phone," she said.

LaToia Brown's 16-year-old daughter, Diamond, said she and the victim were good friends and said he was always supportive and tried to lift everyone's spirit.

"He was a great big brother to my brothers and sisters," Diamond Brown said, tears welling in her eyes.

Crowds of people gathered at the yellow crime scene tape outside the restaurant, some trying to find out if friends or relatives had been shot.

Dozens of police officers and detectives stood in the restaurant's parking lot, where officers had placed several yellow evidence markers. Several detectives could be seen just inside the restaurant's entrance.

Police cars lined South Halsted Street, which was closed to traffic for about three blocks.

The restaurant is on the southwest corner of West 66th and South Halsted streets, next to a small food market and across the street from an auto parts store and a Family Dollar.

An Emergency Medical Services Plan 1, which sends six ambulances to a scene, was called for the attack, said Chicago Fire Department spokesman Kevin MacGregor.

California ARB soliciting research suggestions for FY 2012-2013 plan; sustainable communities, behavior, pollutant exposure, air pollution science, GHG targets

California ARB soliciting research suggestions for FY 2012-2013 plan; sustainable communities, behavior, pollutant exposure, air pollution science, GHG targets

The California Air Resources Board (ARB) is soliciting research suggestions for the Fiscal Year 2012-2013 Annual Research Plan in the form of brief conceptual descriptions that address specified research gaps and support the Board?s ongoing regulatory and policy priorities. The deadline to submit research concepts is 31 January 2012.

Proposed research should address policy-relevant knowledge gaps important to ARB?s mission and must clearly delineate potential benefits to the State of California. The FY 2011-2012 plan focused primarily on five areas of interest: sustainable communities; behavior and technology adoption; health and air pollution exposures; air pollution science; and greenhouse gas targets. ARB will also consider projects outside of these areas, to the extent that they provide clear and direct support to its mission.

  • Sustainable Communities: The Sustainable Communities and Climate Protection Act of 2008 (SB 375) directs California?s metropolitan planning organizations to develop sustainable communities strategies that meet regional greenhouse gas reduction targets through integrated land use, housing and transportation planning.

Development of sustainable communities strategies can also provide an opportunity for associated criteria pollutant emission reductions that will be needed to attain air quality standards for ozone and particulate matter as well as reduce near-roadway exposures. Four research projects were funded in this area as part of the FY 2011-2012 Plan and focused on analyzing the economics of smart growth strategies; quantifying the greenhouse gas co-benefits of green buildings; determining benefits of complete streets conversions; and piloting a program to assess improvements to financing programs for building retrofits.

Future research undertaken by ARB will probe: co-benefits of smart growth policies; and integration of freight transport and smart growth.

  • Behavior and Technology adoption: Strategies to improve air quality depend not only on sound technologies, but on adoption and appropriate use of clean technologies. Given the magnitude of technological change required to support California?s transition to a low-carbon economy while improving air quality, ARB says that it is imperative that its policies understand and effectively contend with barriers to implementation of clean technology.

ARB says that research is needed to explore behavioral and institutional factors that affect technology adoption and use patterns. The FY 2011-2012 Plan proposed three research projects in this area, including modeling household vehicle and transportation choices; understanding potential benefits of interactive transportation technologies; and consumer attitudes to low-emission vehicles.

ARB is interested in future research that will shed light on: behaviors that impede or promote success of regulatory programs; evaluation of strategies that involve behavior and/or technology adoption, such as adoption of advanced clean vehicles or performance of zero net energy buildings; and potentially replicable strategies to further encourage voluntary emissions reductions.

  • Health and Air Pollution Exposures: ARB has reduced exposure to a wide variety of air pollutants through regulations that reduce emissions from motor vehicles and consumer products. These regulations have led to considerable improvements in air quality throughout California. However, on a regional and local level exposure reduction has not been uniform statewide, and the remaining risk needs to be characterized.

The FY 2011-2012 Plan supported three research projects in this area: reducing indoor exposure to air pollution; investigating benefits of high efficiency filtration to children with asthma; and reducing air pollution exposure in passenger vehicles.

Of particular concern to the Board are the following future research areas: exposure to traffic emissions and identification of potential mitigation measures to reduce near-roadway exposures; exposure to ultrafine particles and the effectiveness of ARB regulations (other than tailpipe emission limits) in reducing those exposures; disproportionate exposures of socially and economically vulnerable groups and measures to reduce those exposures; biological pathways and mechanisms through which exposure to air pollutants, including ultrafines, leads to adverse health effects; and indoor air sources of air pollutant emissions and chemistry.

  • Air Pollution Science: Research supported by ARB provides the scientific basis for the Board?s strategies to reduce criteria pollutant emissions and improve mobile source inventories, as well as illuminating the role of biogenic and natural emissions, which constitute an increasing fraction of total emissions as man-made emissions decrease. However, continued improvements in California?s air quality will require ARB to develop State Implementation Plans to meet increasingly stringent ambient air pollution standards for criteria air pollutants while also achieving needed reductions of greenhouse gas emissions.

The FY 2011-2012 Plan included four projects to support the goal of attaining air quality standards. Those projects focused on long range transport of air pollutants into California; dairy feed management practices to reduce emissions; contribution of organic aerosols as a component of fine particulate pollution; and durability of diesel engine emission controls.

ARB looks for future research to address a number of basic scientific challenges, including improved understanding of: long-range transport of air pollution; emissions inventory improvement; atmospheric processes, in particular those associated with intermediate volatility and semi-volatile organic compounds, and formation of secondary organic aerosol; validation of rule benefits through regional and local monitoring; and integration of criteria and greenhouse gas pollutant control strategies, including impacts of changing fuels and combustion technologies.

  • Greenhouse Gas Targets: ARB shares responsibility for California?s climate change goals, which include development and implementation of a plan to reduce California?s greenhouse gas (GHG) emissions to 1990 levels by 2020 as well as aligning the State with a 2050 goal of 80% emissions reductions relative to a 1990 baseline.

ARB?s research program has made several contributions to GHG emissions reductions measure to support implementation of the Scoping Plan, which delineates how California can meet its 2020 emissions reductions goals through various cost-effective rules, regulations, and voluntary strategies augmented by a cap and trade mechanism.

The FY 2011-2012 Plan put forth five projects to support meeting GHG targets: measuring emissions of potent greenhouse gases from appliance and building waste in landfills; mitigating of N2O emissions from agricultural soils; atmospheric measurement and inverse modeling to improve GHG estimates; using VOC measurements at tall towers to distinguish GHG sources; and analysis of solar radiation data to clarify the role of black carbon in climate change mitigation.

Further research is needed to: explore potential new emission reduction strategies; improve emissions estimates; and verify emissions reductions.

ARB says that the nature and scope of the proposed research concepts will vary as will the size and duration of each project. Projects that provide co-funding to leverage state funding are evaluated more favorably. There is no minimum or maximum funding amount that may be requested for the proposed research, ARB?s annual research budget generally ranges from $5 million to $7 million, typically funding between 20 and 25 projects, including internally generated ideas, with individual budgets ranging from $50,000 to $500,000.

Kim son called 'supreme leader' of NKorea military

-- North Korea hailed Kim Jong Il's son as "supreme leader" of the 1.2-million strong military, ramping up its campaign to install the young man as the nation's next leader even as the mourning for his father continued a week after his death.

Kim Jong Un made a third visit Saturday to the palace where his father's body is lying in state - this time as "supreme leader of the revolutionary armed forces" and accompanied by North Korea's top military brass, according to the official Korean Central News Agency.

The new title and public show of support from the military leadership sent a strong signal that the nation will maintain Kim Jong Il's "military first" policy for the time being.

Earlier Saturday, the newspaper Rodong Sinmun, mouthpiece of the ruling Workers' Party, urged Kim Jong Un to accept the top military post: "Comrade Kim Jong Un, please assume the supreme commandership, as wished by the people."

Kim Jong Un, who is in his late 20s and was unveiled in September 2010 as his father's choice as successor, will be the third-generation Kim to rule the nation of 24 million. His father and grandfather led the country under different titles, and it remains unclear which other titles will be bestowed on the grandson.

Kim Il Sung, who founded North Korea in 1948, retains the title of "eternal president" even after his death in 1994.

Son Kim Jong Il ruled as chairman of the National Defense Commission, supreme commander of the Korean People's Army and general secretary of the Workers' Party.

Kim Jong Un was promoted to four-star general and appointed a vice chairman of the Central Military Commission of the Workers' Party. He had been expected to assume a number of other key posts while being groomed to succeed his father.

His father's death comes at a sensitive time for North Korea, which was in the middle of discussions with the U.S. on food aid and restarting talks to dismantle the North's nuclear weapons program. Chronically short of food and suffering from a shortfall in basic staples after several harsh seasons, officials had been asking for help feeding its people even as North Koreans prepared for 2012 celebrations marking Kim Il Sung's 100th birthday.

North Korea has emphasized the Kim family legacy during the sped-up succession movement for Kim Jong Un. State media invoked Kim Il Sung in declaring the people's support for the next leader, comparing the occasion to Kim Jong Il's ascension to "supreme commander" exactly 20 years ago Saturday.

At the Kumsusan Memorial Palace, Kim Jong Un and senior commanders paid silent tribute to Kim Jong Il, "praying for his immortality," KCNA said. The military also pledged its loyalty to Kim Jong Un, the report said.

"Let the whole army remain true to the leadership of Kim Jong Un over the army," KCNA reported - a pledge reminiscent of those made when Kim Jong Il was named supreme commander.

The call to rally behind Kim Jong Un, dubbed the "Great Successor" in the wake of his father's death on Dec. 17 from a heart attack, comes amid displays of grief across North Korea. The official mourning period lasts until after Kim's funeral Wednesday and a memorial Thursday.

In Pyongyang, mourners waited in line Saturday to bow and lay flowers at Kim's portrait at plazas and government buildings, including the Pyongyang Circus Theater and the April 25 People's Army House of Culture, even as temperatures dropped to 14 degrees below Celsius (7 degrees Fahrenheit).

Workers at beverage kiosks handed steaming cups of water to shivering mourners, including children bundled up in colorful thick parkas. A sign urged mourners to thaw out inside a heated bus. The order to provide food and warming huts for mourners came from Kim Jong Un, officials said.

PFT: Colts may blow their chance to pick Luck

New York Giants v Dallas CowboysGetty Images

Since 2006, the league has been using a flexible schedule on Sunday nights to ensure that a competitive and interesting game always will occupy the prime-time slot.? In most weeks of flex scheduling, the decision comes at least 12 days before the games are played.? For Week 17, the decision usually is made after the full Week 16 slate of games has been played, and it?s unveiled no later than six days before the final Sunday.

Unlike all other weeks of flexible scheduling, no game has even tentatively been placed in the 8:20 p.m. ET time slot.? Instead, all games have a 1:00 p.m. or 12:00 p.m. local time kickoff (for three games due to start at 4:15 p.m. ET, it?s a 1:15 p.m. local start), and the NFL will choose one of those 16 games to be the final act of the regular season, since no Monday night game is played in Week 17.

The goal every year becomes finding a game with clear playoff implications that can?t be resolved based on the outcomes of games played earlier in the day.? And that?s not always an easy thing to do.

Last year, only the Seahawks and Rams provided a clear-cut pre-playoff game, with the winner capturing the NFC West and the loser being bounced from the postseason field ? regardless of the final score of any other game played that day.

This year, a game with obvious playoff implications regardless of what happens elsewhere could be hard to find.? Here?s a quick glance at the potential relevance of each game.

Redskins at Eagles:? Since Philly?s shot at winning the NFC East would hinge (if it survives Week 16) on the Giants beating the Cowboys, this game could be irrelevant.

Lions at Packers:? Green Bay?s clinching of the top seed, if they don?t have it after this weekend, would come if the 49ers lose to the Rams in Week 17.? Also, losses by other teams would deliver a Detroit playoff berth, if Detroit doesn?t clinch it this weekend.? Then again, whether the Packers have the No. 1 or No. 2 seed really isn?t that big of a deal in the grander scheme of things.

Ravens at Bengals:? Depending on the Week 16 games, this game could have implications for the AFC North title, the No. 2 seed, and the final wild-card berth.? But those implications could become irrelevant based on the other games played in Week 17, which makes this game less attractive for prime time.

Jets at Dolphins:? Again, Week 16 will provide more clarity.? With the Jets and Bengals each 8-6, however, it?s unlikely that the Jets will have a clear win-and-in, lose-and-leave scenario that would apply regardless of what the Bengals do against the Ravens.

Panthers at Saints:? New Orleans could be playing for the No. 2 seed and/or the NFC South crown, but those could be decided via losses earlier in the day by the Falcons or the 49ers.

Buccaneers at Falcons:? If the Falcons still haven?t clinched a playoff berth after Monday night, losses by others could deliver the spot earlier in the day on January 1.

49ers at Rams:? San Fran is jockeying for the No. 2 or No. 1 seed, which if still relevant after Week 16 could be completely irrelevant before 8:20 p.m. ET in Week 17.

Bills at Patriots:? The Pats are playing for the top seed, but the outcomes of the Steelers and Ravens games could strip this one of any remaining relevance.

Colts at Jaguars:? It?s very highly unlikely that the league would want to showcase the ?Suck for Luck? finale.? In 2008, for example, the NFL had no interest in televising in prime time the Lions? date with 0-16 destiny.

Titans at Texans:? Houston has an outside shot at a bye, but it will depend on the Steelers and Ravens games from earlier in the day.

Bears at Vikings:? This one would be attractive in prime time only for anyone who stayed up too late and drank too much on New Year?s Eve and doesn?t want to miss anything important.

Cowboys at Giants:? If the Giants beat the Jets on Saturday, the NFC East likely will hinge on this game, with the loser most likely being done.? It could be one of the best candidates for the prime-time slot, based on the clarity provided by Week 16.

Steelers at Browns:? Um, no.

Chiefs at Broncos:? The Broncos definitely will win the AFC West by beating the Chiefs.? The only problem is that the Broncos could nail it down before 8:20 p.m. ET on January 1, making the game irrelevant.

Seahawks at Cardinals:? It could be one of the best games of the day.? But it very likely will have zero relevance to the postseason.

Chargers at Raiders:? With the Broncos able to win the division by beating the Chiefs, there?s no reason to hold this one ? unless somehow it would present a clear-cut win-and-in for a wild-card berth for one of the two teams.

And so, for now, it appears that the best candidates are Cowboys-Giants and Chiefs-Broncos.? We?ll know more by Monday night.

In the end, there?s a chance that the NFL will simply have to assume a calculated risk that one or more of the outcomes earlier in the day will screw up the New Year?s Night party on NBC.

Deutsche Boerse, NYSE deal wins U.S. approval (Reuters)

WASHINGTON (Reuters) ? Deutsche Boerse (DB1Gn.DE) won U.S. antitrust approval to buy NYSE Euronext (NYX.N) in a $9 billion deal to create the world's No. 1 exchange operator, but the transaction still faces serious regulatory headwinds in Europe.

The Justice Department said on Thursday that the deal, which was announced in February, won U.S. approval on condition that a Deutsche Boerse subsidiary, the International Securities Exchange, divest its 31.5 percent interest in Direct Edge.

There have been few critics of the deal in the United States, despite the NYSE's symbolism as a bastion of American capitalism. The exchange was founded in 1792 when share trading began on a block now designated as Wall Street.

Deutsche Boerse and NYSE must also continue to provide some services, under the Justice Department approval, to Direct Edge, the fourth-largest U.S. stock exchange operator, behind NYSE Euronext, Nasdaq OMX (NDAQ.O) and BATS Exchange.

Direct Edge is run by a consortium that includes hedge fund Citadel and investment bank Goldman Sachs Group Inc (GS.N).

"We are very pleased to have received the approval of the DOJ, an important milestone on our path to completing our compelling Trans-Atlantic combination," Duncan Niederauer, chief executive of NYSE Euronext, said in an emailed statement.

NYSE Euronext shareholders have already approved the deal.

Richard Repetto, an analyst at Sandler O'Neil, called the U.S. approval "irrelevant."

"The big issue is over in Europe, and whether the European competition commission is going to approve the deal. They expected this. They knew they would likely have to divest the ownership in Direct Edge," he said.

Potential buyers of the stake include BATS, he said. " I don't know whether they'd allow Nasdaq to own it because there'd be a lot of concentration again," he added.

ALL EYES ACROSS THE ATLANTIC

In Europe, there have been weeks of negotiations with antitrust regulators, in which staff made clear their reservations about approving a combination of Deutsche Boerse's Eurex and NYSE Euronext's Liffe on concerns that the merged entity would have a monopoly over European listed derivatives trading.

Both Deutsche Boerse and NYSE Euronext have said they would not pursue the merger if they were asked to divest either Eurex or Liffe. A formal decision by the European Commission is not expected until January or early February.

In a bid to soothe regulatory concerns, Deutsche Boerse and NYSE Euronext have offered to cap fees on trading in their European derivatives contracts for three years, and to sell the entire single-stock equity derivatives business of NYSE Euronext's Liffe unit.

The EU Commission has said it would make a decision on the deal by February 9.

In Germany, Deutsche Boerse's home regulator is insisting on concessions to win European approval, potentially further complicating the path to completing the deal.

Nun famous for kissing Elvis prays for miracle

(AP) ? In the little town of Bethlehem, a cloistered nun whose luminous blue eyes entranced Elvis Presley in his first on-screen movie kiss is praying for a Christmas miracle.

Dolores Hart, who walked away from Hollywood stardom in 1963 to become a nun in rural Bethlehem, Conn., now finds herself back in the spotlight. But this time it's all about serving the King of Kings, not smooching the King of Rock and Roll.

The former brass factory that houses Mother Dolores and about 40 other nuns cloistered at the Abbey of Regina Laudis needs millions of dollars in renovations to meet fire and safety codes, add an elevator and make handicap accessibility upgrades.

Like 73-year-old Mother Dolores, the order's nuns have taken a vow of stability with the intent to live, work and die at the complex. The order was established in 1947 in Bethlehem, a small burg in Connecticut's rolling western hills.

Now, the historically self-supporting nuns have launched a fundraiser for the $4 million renovation project dubbed "New Horizons." They don't have much money, but they have Mother Dolores: a starlet-turned-supplicant whose unique story might lure the attention and donations of generations of movie fans, particularly those who adore all things Elvis.

"This work may not be in my lifetime that it's finished, but we're sure trying," Mother Dolores said of the upgrades, which are budgeted to run about $2 million for the fire code and accessibility compliance work and another $2 million for improvements to the housing and other facilities.

They hope to break ground in January.

They're not in imminent danger of needing to move out, but many of the older nuns can no longer navigate the narrow steps to the main building's third floor and must live in another building. And without adequate fire escapes, the monastery has caught the eye of local inspectors, though they've worked closely with the nuns on the improvement plans and haven't ordered them to close the building.

For Mother Dolores, the monastery has been home since she was a 23-year-old actress in 1963 and walked away from Hollywood for a life of contemplation and prayer as a postulant.

The abbey's chapel, workshops, livestock pastures and other features are part of her soul now, and its wood-paneled monastery is the only home she's known for 50 years. Its theater holds a special place in her heart, harkening to the former career that landed her on talk shows, in magazines and twice as Elvis Presley's co-star.

Dolores Hart was a vivacious, quick-witted blonde starlet when she charmed Hollywood in the 1950s and early 1960s. She shared a kiss with Presley in the 1957 Paramount film, "Loving You" ? a modest liplock over which Mother Dolores still fields frequent questions about whether the King was a good kisser.

"I don't know why they ask me. It's right there on the screen to see; it's right there for the looking," she said Thursday.

Hart acted in 10 movies alongside stars including Montgomery Clift, Myrna Loy, Connie Francis and Anthony Quinn.

She said she was engaged to be married before joining God's service and leaving the acting world behind. She broke off her engagement, though her fiance remained a close friend and was a frequent visitor and supporter of the abbey until his recent death.

The nuns also received support and help over the years from Mother Dolores' longtime friend and fellow actress Patricia Neal, who was buried at the abbey after her death in August 2010.

Mother Dolores is still a voting member of the Academy of Motion Picture Arts and Sciences, receiving copies of movies to watch in her small room ? or cell, as they're known in the order ? to help select yearly Oscar winners.

Her own movies, including the highly popular "Where the Boys Are," were made before stars routinely could negotiate to collect later royalties, she said, so that's not a potential source of income for the upgrades to the abbey.

The abbey is financially independent from the Archdiocese of Hartford and supports itself through the sale of everything from artisan cheeses and hand-crafted pottery to recordings of its choir. Mother Dolores even recently signed autographs at a New Jersey convention, a rare foray out of cloistered life as a favor for a friend, and one that helped boost the fundraising efforts.

Sister Angele Arbib, a coordinator of the New Horizons renovation and fundraising efforts, said the order is applying for grants and the nuns are trying to spread the word among the abbey's supporters, but are not disclosing publicly how much they've raised so far.

Unlike some orders, the Abbey of Regina Laudis has retained a steady number of nuns and new postulants, including two starting in the next few weeks ? but that can't continue if the housing and other facilities keep eroding with age.

"We have focused on building our community, which has been wonderful, but now it's time that we really have to address our space," said Sister Angele, 63, who left a thriving career of managing opera singers when she was 50 to join the order.

"None of this, not one single thing we're doing, is an extravagance," she said of the upgrades. "It's to make it possible for us to grow, for the elderly among us to live with as much independence as possible and to allow us to live together in surroundings that let us continue our service."

Sister Angele said the nuns are not in any imminent danger of needing to move out, though she acknowledges they'd be in dire straits if they had not anticipated the problems early enough to prepare the upgrade plans and launch the fundraising efforts.

As word has spread of their needs, supporters of the nuns and those who've visited the abbey, prayed in its chapel and picked up items in its gift shop have tried to help in ways of their own.

Liz Carpenter, a Watertown resident who owns the Children's Dance Workshop, said its children have raised $600 to help through a raffle. She's been a grateful supporter since the nuns helped her through a cancer battle about 10 years ago and now volunteers to clean the church once a week.

"I wanted to teach the kids that it's important to give back," she said of their fundraiser, "especially for a place that does as many wonderful things as this one does."

__

Tax-deductible donations to New Horizons may be sent to the Abbey of Regina Laudis, 73 Flanders Road, Bethlehem, Conn., 06751. The order also plans to soon offer online donation services through its website, www.http://www.abbeyofreginalaudis.com.

Tech stocks fall on weak Oracle earnings

Tech stocks fall after software giant Oracle says it's struggling to close deals. IBM and other tech stocks fall, too, while broader market is flat.

Technology?stocks?fell Wednesday, dragged down by a weak earnings report from the business software maker Oracle Corp.?Broad market indexes were flat. The Dow Jones industrial average eked out a gain of 4 points after having been down 104 points at midday.?Tech stocks?in the Standard & Poor's 500 index fell 2 percent. Oracle plunged 12 percent after the business software company said it was struggling to close deals.

The rare earnings miss by Oracle seemed to reinforce worries that businesses and the government may cut back on technology spending. Especially worrying was a weak 2 percent gain in new software licenses, a key sign of demand from other businesses. Oracle had predicted gains of as much as 16 percent.

Those worries hurt other big technology companies. IBM Corp. was by far the biggest loser in the Dow, falling 3.1 percent to $181.47. A bright spot was the BlackBerry maker Research In Motion Ltd., which jumped 10 percent to $13.78 on rumors that it might be a takeover target.

Investors also had more to worry about from Europe. New data showed extensive lending from the European Central Bank to European banks. The initial reaction to the $639 billion in lending by the ECB was positive, but then worry set in that Europe's banks needed so much help in the first place.

"Long-term, people were a little bit concerned that banks needed more money than we thought they did," said Joe Bell, a senior equity analyst with Schaeffer's Investment Research.

The Dow edged up 4.16 points, less than 0.1 percent, to close at 12,107.74. On Tuesday the Dow jumped 337 ? its biggest gain this month ? on a strong bond sale in Spain and a surge in new home construction in the U.S.

The Standard & Poor's 500 rose 2.42 points, or 0.2 percent, to 1,243.72. Outside of the 2 percent decline for technology companies, prices rose or were flat in the rest of the S&P 500's 10 sectors.

The Nasdaq composite fell 25.76 points, or 1 percent, to 2,577.97.

Consumer staples rose with help from a 1.7 percent increase by Coca-Cola Co. and a gain of 1.2 percent at Kraft.

Nike Inc. rose 2.9 percent after reporting strong demand and higher prices for its shoes and clothing.

Volume was much lower than usual at 3.5 billion shares, which can make prices more volatile.

Many investors are on the sidelines because they're worried that a recession in Europe would hurt U.S. companies, said Bernie Kavanagh, vice president for portfolio management at Stifel Nicolaus.

"Any hint of positive data, we think you have the potential for a pretty nice rally," either before the end of this year or early in 2012, Kavanagh said.

Chrome 15 overtakes IE 8 for top browser spot

Google

By Athima Chansanchai

If you're reading this on Chrome, you're part of a wave that has ditched Internet Explorer or Firefox and helped vault Google's browser to the top Web browser spot worldwide.

We've been watching for a while now as reports have shown a consistent rise in Chrome's popularity. We saw how in one report, it's already gone past Firefox, knowing it was just a matter of time before it usurped one of the longest reigning dynasties in the browser world, IE.

But wait, there is a caveat to this: Chrome 15 beat IE 8, specifically, this one week at the end of November, with 23.6 percent of the worldwide market, compared to IE 8's at 23.5 percent.?With all the versions of IE floating around, IE is still No. 1 in the world, but Chrome is right behind it.

StatCounter

Ireland-based?StatCounter???which posts Web analytics based on aggregate data it collects from a?sample exceeding 15 billion pageviews per month (including 4 billion in the U.S.),?collected from the StatCounter network of more than 3 million websites???released a statement?about Chrome 15's ascension, humbling the initial enthusiasm of any Google devotee when it also made it clear that in the?U.S., reports of IE's demise are still premature. According to StatCounter, It was still able to capture?27 percent of browser action last week, compared to 18.1 percent for Chrome 15.

Different companies will issue different stats on just how much of a lead IE still has on Chrome, with companies such as?NetMarketShare?showing?IE's year-long steady free fall, but still at about 52 percent a month ago.?

Chrome has made a steady rise as IE declines, but Firefox still stands in its way. But not by much. And by StatCounter's measure, in the world outside the U.S., Chrome already brushed past Firefox in November, when it wrested the No. 2 spot with 25.69 percent of the worldwide market (up from 4.66 percent in November 2009) compared to Firefox's 25.23 percent.?

Will 2012 be the year that sees the fall of IE everywhere, including the U.S.? Take our poll and let us know which browser you're using.
