WASHINGTON (AP) ? A divided House approved a $3.6 trillion Republican budget on Thursday recasting Medicare and imposing sweeping cuts in domestic programs, capping a battle that gave both political parties a campaign-season stage to spotlight their warring deficit-cutting priorities.

But the partisan divisions over the measure, which is dead on arrival in the Democratic-led Senate, also underscores how tough it will be for lawmakers to achieve the cooperation needed to contend with a tsunami of tax and spending decisions that will engulf Congress right after this fall's elections.

"This is very easy," Robert Bixby, executive director of the Concord Coalition, a bipartisan group that advocates debt reduction, said of House passage of a budget that will go no further in Congress. "When you get to the budget bomb at the end of the year, it's for real. You're going to actually have to pass something."

The fiscal plan the House passed Thursday by a near party-line 228-191 vote would reshape and squeeze savings out of Medicare and Medicaid, the federal health insurance programs for the elderly and poor. It would force deep cuts in a wide range of spending, including rail projects, research and Pell Grants for low-income college students.

It would block President Barack Obama's plans to raise taxes on couples earning above $250,000 a year. Instead, it would collapse the current six income tax rates into just two, with a top rate of 25 percent ? well below the current 35 percent ceiling ? while erasing tax deductions and other breaks that the GOP plan failed to specify.

Overall, the GOP budget would cut spending $5.3 trillion more deeply over the next decade than Obama would ? out of more than $40 trillion that would be spent. It would cut taxes by $2 trillion more than the president's plan. That leaves Republicans seeking a hefty $3.3 trillion in deeper deficit reduction than Obama.

The measure immediately became grist for the presidential campaign.

"House Republicans today banded together to shower millionaires and billionaires with a massive tax cut paid for by ending Medicare as we know it and making extremely deep cuts to critical programs needed to create jobs and strengthen the middle class," White House press secretary Jay Carney said in a written statement.

At nearly the same time, GOP presidential front-runner Mitt Romney issued a statement of his own.

"The House budget and my own plan share the same path forward: pro-growth tax cuts, getting federal spending under control and strengthening entitlement programs for future generations," Romney said.

With such stark differences over what to do about huge federal budget shortfalls, it was easy to predict that the two parties would disagree vehemently over the House plan.

It was also easy for the two sides to remain divided because there is little practical consequence if Congress' budget is ignored or, like this year, if a final version is never approved. That's because the budget is a non-binding blueprint that legislators are supposed to follow as they work on spending and revenue bills later in the year, but don't really have to.

Come January, though, a series of potentially cataclysmic fiscal events will occur almost simultaneously that lawmakers and the new president will have to confront and agree to do something about, one way or another.

Tax cuts first approved under President George W. Bush will expire, imposing tax increases on virtually every working American. Billions of dollars in spending cuts to defense and domestic programs, triggered by the failure of Congress' debt-cutting super committee, will start taking effect unless legislators block them.

Right around that time, the government should hit its debt limit and need renewed borrowing authority to avoid a federal default. A new limit will be required from lawmakers who fought right to the brink in a similar battle last summer.

Congressional gridlock on spending bills, always a likelihood, may be threatening a federal shutdown. And a payroll tax cut, extra unemployment benefits and a host of temporary tax breaks for businesses will all be about to expire.

"You've got a budget just about to blow up. There's never been anything like this," Bixby said of the intersecting decisions that will have to be made.

Work on those problems could well start in a postelection session of Congress. Whether either party has more leverage than it does in today's stalemated Washington will depend on how the congressional and presidential elections are decided.

In one indication of the pressures that will face lawmakers seeking middle ground, a coalition of both parties' moderates offered a compromise budget this week that combined tax increases with spending cuts in an attempt to curb federal deficits. It lost resoundingly on Wednesday, garnering only 38 votes.

That measure's two leading sponsors, Reps. Steve LaTourette, R-Ohio, and Jim Cooper, D-Tenn., said in separate interviews that 100 or more lawmakers had told them they would support the bipartisan proposal or were leaning toward doing so.

But then came a flood of lobbying. Conservative groups like the anti-tax Americans for Tax Reform and the Club for Growth pushed Republicans to oppose the bipartisan plan, while the AFL-CIO, the National Committee to Preserve Social Security and Medicare, and other groups brought pressure from the left.

"A vote for Cooper-LaTourette is a vote for deep cuts in Social Security benefits, cuts in Medicare benefits and Medicaid" and tax breaks for the wealthy and for U.S. firms shipping jobs abroad, said a letter the AFL-CIO sent lawmakers.

"People are afraid of campaign money drying up, they're afraid of being attacked by ads on TV, they're afraid of losing goodwill, especially if they see you're not going to win," said Cooper, explaining the clout opposition groups had with lawmakers facing re-election this fall.

LaTourette said that after the bipartisan plan failed, he telephoned Erskine Bowles to apologize "for damaging his hard work." Bowles, a former White House chief of staff to President Bill Clinton, was a leader of Obama's bipartisan deficit-reduction commission along with former Wyoming GOP Sen. Alan Simpson. LaTourette and Cooper used the commission's debt-reduction plan as a model.

"I wasn't surprised that both the right and the left came at us," LaTourette said. "I was surprised at the ferocity of the attacks."

INDIANAPOLIS (CBS/AP)?The 15-month-old girl who was found alive in an Indiana field 10 miles from her home after violent storms ripped through the Midwest has died from traumatic brain injuries.

Angel Babcock of New Pekin, Ind., was found after her family?s mobile home was destroyed in the storms that ravaged the Midwest and South.

She had been in critical condition at Kosair Children?s Hospital in Louisville, Ky. Chief nursing officer Cis Gruebbel made the announcement about her death.

Her grandfather, Jack Brough, had told the Courier-Journal of Louisville earlier that she had suffered head injuries and that the weekend was a critical time for her.

The girl?s death brings the overall toll from the storms to 39 across five states.

Massive thunderstorms, predicted by forecasters for days, threw off dozens of tornadoes as they raced Friday from the Gulf Coast to the Great Lakes. Twisters crushed blocks of homes, knocked out cellphones and landlines, ripped power lines from broken poles and tossed cars, school buses and tractor-trailers onto roads made impassable by debris.

In Kentucky, at least 21 people were killed from the devastating tornadoes. In Indiana, authorities searched dark county roads connecting rural communities that officials said ?are completely gone.?

In Henryville, the birthplace of Kentucky Fried Chicken founder Colonel Harland Sanders, volunteers pushed shopping carts full of water and food down littered streets, handing supplies to anyone in need. Hundreds of firefighters and police zipped around town, where few recognizable structures remained; all of Henryville?s schools were destroyed. Wind had blown out the windows of the Henryville Community Presbyterian Church and gutted the building.

?It?s all gone,? said Andy Bell, who was guarding a friend?s demolished service garage, not far from where a school bus stuck out from the side of a restaurant and a parking lot where a small classroom chair jutted from a car window.

?It was beautiful,? he said, looking around at the town of about 2,000 north of Louisville, Ky. ?And now it?s just gone. I mean, gone.?

Susie Renner, 54, said she saw two tornadoes barreling down on Henryville within minutes of each other. The first was brown from being filled with debris; the second was black.

?I?m a storm chaser,? Renner said, ?and I have never been this frightened before.?

Friday?s tornado outbreak came two days after an earlier round of storms killed 13 people in the Midwest and South, and forecasters at the National Weather Service?s Storm Prediction Center had said the day would be one of a handful this year that warranted its highest risk level. By 10 p.m., the weather service had issued 269 tornado warnings. Only 189 warnings were issued in all of February.

?We knew this was coming. We were watching the weather like everyone else,? said Clark County, Ind., Sheriff Danny Rodden. ?This was the worst case scenario. There?s no way you can prepare for something like this.?

Thirteen people were reported killed in Indiana, including four in Chelsea, where a man, woman and their 4-year-old great-grandchild died in one house. Tony Williams, owner of the Chelsea General Store, said the child and mother were huddled in a basement when the storm hit and sucked the 4-year-old out her hands. The mother survived, but her 70-year-old grandparents were upstairs; both died.

?They found them in the field, back behind the house,? Williams said.

Two people died further north in Holton, where it appeared a tornado cut a diagonal swath down the town?s tiny main drag, demolishing a cinderblock gas station but leaving a tiny white church intact down the road.

?We are going to continue to hit every county road that we know of that there are homes on and search those homes,? said Indiana State Police Sgt. Jerry Goodin. ?We have whole communities and whole neighborhoods that are completely gone. We?ve had a terrible, terrible tragedy here.?

The death toll rose to at least 14 in Kentucky, where National Guard troops and Kentucky State Police troopers were dispatched along with a rescue team to counties east and south of Lexington.

In West Liberty, Ky., Stephen Burton heard the twister coming and pulled his 23-year-old daughter to safety, just before the tornado destroyed the second story of the family?s home.

?I held onto her and made it to the center of the house, next to a closet,? Burton said. ?I just held onto her, and I felt like I was getting sand-blasted on my back.?

Endre Samu, public affairs officer for the Kentucky State Police in Morehead, said three people died in West Liberty and at least 75 were injured. With the hospital damaged in the storm, some patients were being transferred to area hospitals, he said.

?All of the downtown area was just devastated,? Samu said.

Tornadoes were reported in at least six Ohio cities and towns, including the village of Moscow, where a council member found dead in her home was one of at least three people killed in the state. Several dozen homes were damaged, some stripped down to their foundations, and the Clermont County commissioners called a state of emergency for the first time in 15 years.

One person was reported dead Saturday in Alabama. Emergency Management Agency spokeswoman Yasamie August said an apparent tornado that hit Jackson Gap injured two others as well. She didn?t have more details.

Emergency officials in Lee County, Va., said damage from a possible tornado left a two- to three-mile path of destruction that may reach far into Tennessee, and damage reports were expected to increase with daylight.

?We don?t know. We can?t get down there,? Emergency Management Director Jason Crabtree said of areas stretching south of the Virginia line. ?This thing may be eight to 10 miles long.?

Celia Donne, regional director at Regus, highlights further attributes of flexible working: ?In addition to these benefits, staff report feeling healthier, more energised and more motivated which in turn means that staff are happier in their jobs, more loyal and less likely to leave.

?As workforce expectations and demands change, part-time arrangements are therefore becoming more common not only for freelancers, working mums and the working elderly, but also generation Y employees going straight into multi-job employment,? she added.

How to cope with higher gas prices. Permanently.

With gas prices inching higher and higher, the commute to work can take thousands out of your annual salary. High gas prices can be a? good motivation to start considering more long-term changes in your lifestyle.

I?m lucky. I don?t commute to work, unless you consider a stroll across the house to be a commute. I don?t put daily miles on a vehicle, though I do need to travel to the library and the post office for different work-related tasks.

My wife, Sarah, does commute to work, though. She drives about 35 minutes each way every weekday. Even though she?s driving a Prius that gets her nearly 50 miles per gallon, the price of fuel adds up, as does the price of car maintenance and other concerns.

It?s not exactly a secret to know that gas prices are inching upwards. The nationwide average is $3.67 a gallon as of the writing of this post.

So, let?s say you have a commute similar to Sarah?s (say, 20 miles) and you?re driving a typical automobile that gets 25 miles per gallon. If you drive to work five days a week, forty eight weeks a year, you?re going to gulp down 384 gallons of gas a year. Under current gas prices, that?s $1,400 a year just to commute to work ? and that?s just for gas. It does not include maintenance, parking costs, or insurance.

If you compare this to gas prices even a few years ago, you?re talking an extra $700 a year just for the commute. If you?re making an average salary of $35,000 a year, that?s 2% of your salary gone. That?s the real cost of higher gas prices for the average person.

There?s also the secondary cost, which pops up (for example) in the form of increased prices at the store as companies pass along the increased price of shipping to you, the customer.

The ?Band-Aid? solutions for this problem are well known. Carpool. Use public transportation if you can. Buy a more fuel-efficient car. Ride a bicycle to work.

What are the long-term solutions to the problem, though? To me, high fuel prices are a good motivation to start considering some other changes in your life.

For starters, consider job opportunities or career shifts that require less commuting ? or none at all. Telecommuting works in some professions, but not nearly all of them. For many jobs, a more local option is well worth investigating.

One of the motivations for my own career switch to self-employment was the cost of the daily commute. I estimated that between the fuel costs, the maintenance costs, the parking costs, and the vehicle depreciation, my daily commute to work was costing me about $3,000 a year. That was after-tax money, too, meaning that the actual impact on my salary was around $4,000 per year.

In other words, I could get a job paying $4,000 less per year that was very close to home and see no negative impact in my financial life. I would see a positive impact in terms of my daily time, though, because I would no longer be investing the time in my commute.

One effective way to do this is to start developing a side business right now that can supplement your income, but don?t give into lifestyle inflation.

When I started The Simple Dollar in 2006, it slowly built itself into a side business that I channeled into debt repayment, a house down payment, and other needs. Our lifestyle did not inflate at all ? if anything, it deflated. It was because of this reasonably strong income stream from a side business, our vastly improved debt situation, and our lack of additional spending that I was able to start working from home. Nothing more, nothing less.

Working from home has made our family feel the pinch of the gas price increases far less than other families. We?re affected by it, sure, but the impact is pretty small. We have one person who commutes and that person commutes in a very fuel-efficient car. We have the effort put into building a side business to thank for that.

Another option is to consider moving closer to your place of work. If you?re living in an apartment, this move is actually rather easy, as you just need to find a rental unit closer to your workplace.

Flipping the calculations above on their ear, if I found a place near my work, I could actually spend $300 a month more on my monthly housing bill and still break even because of the savings due to the minimized (or eliminated) commute. This likely would have resulted in much improved housing, particularly if I liked the area, plus it would have meant less time commuting.

The only thing that held me back from this solution is that our housing location was central between my workplace and Sarah?s. We commuted in opposite directions, so a reduction in my own commute meant a direct increase in the length of her commute.

In the end, the best financial solutions are the ones that leave you less reliant on the fluctuations of prices around you. The less driving you do, the less you?re impacted by changes in fuel prices. The same is true for other things: the less heating and cooling you do, the less you?re impacted by fluctuations in home energy prices, for example.

Carpooling, using mass transit, and telecommuting are strong steps you can take immediately, but don?t disregard longer-term solutions like these. They provide savings in terms of both money and time, and those savings often last for much longer.

Raul kicks off anti-hunger campaign

BRUSSELS (AP) -Former Spain striker Raul Gonzalez has kicked off an anti-hunger campaign during which many of Europe's top football clubs will raise awareness of the plight in west Africa's Sahel region, where 10 million people need help.

From Manchester United to Barcelona, Real Madrid to AC Milan and Schalke, players from top clubs will wear "Sahel Emergency" T-shirts ahead of their matches of the March 31 weekend to alert millions of fans in stadiums and on television about the life-threatening situation in Africa.

European Union Humanitarian Aid Commissioner Kristalina Georgieva says the awareness effort by the professional players alone causes a spike in contributions to non-governmental organizations working to alleviate hunger.
